Site Specific Allocations and Development Policy Document consultation delay

The newly appointed Secretary of State for Communities and Local Government, Eric Pickles wrote to all Chief Planning Officers on the 27th of May, highlighting the new Governments intention to 'rapidly' abolish Regional Spatial Strategies (RSS). The RSS sets the regional planning context and includes residential and economic growth figures for each Local Authority. This document, along with national policy statements and guidance informs the preparation of Local Development Documents.

In addition, at Full Council on the 12th May 2010, Forest Heath District Council resolved to 'instruct Officers to undertake an immediate review of the housing targets and strategic land allocations which arise from the growth numbers (in the RSS)'.

As a result of this forthcoming change and likely other changes which are yet unknown, the consultation of Local Development Documents that make up Forest Heath's Local Development Framework have been delayed until further advice/guidance has been issued.

This means the Council will NOT at this time be consulting on the Site Specific Allocations and Development Policies Development Plan Document as agreed by Planning Committee on the 28th April 2010.

The Council will respond directly to any forthcoming changes to the Planning System as soon as information becomes available. Please note, at the time of writing no programme or further detail has been issued by central Government.


In regards to Lakenheath parish council questionnaire.

Lakenheath have undertaken a parish questionnaire in response to the Forest Heath Site Specific Allocation Consultation which has now been delayed due to recent government guidance, information above.

The Lakenheath parish questionnaire is the aspirations and decision of the Lakenheath parish council to undertake and further information regarding the Lakenheath parish questionnaire should be directed to Cllr David Gathercole not the District council as the parish questionnaire and Forest Heath district consultation are separate and not connected


The Site Specific Allocations Plan will identify which sites should be developed, in order to achieve the visions and objectives of the Core Strategy. It will include proposals for new housing, employment, shopping and other development, together with other uses of land such as parks and open spaces. One stage of consultation has already been carried out.

At the start of the LDF process we included the development policies in the Core Strategy, so the early stages of the consultation dealt with both.  The development policies will now be prepared and consulted on separately in 2010.  The development policies will bring forward policies for the type of development that will gain approval in Forest Heath.

·    Pre-Examination meeting - June 2011

·    Examination - August 2011

·    Inspectors report - November 2011 

·    Adoption - December 2011
