Hatchfield Farm amended plans

Forest Heath District Council Planning Department have received, on 1 March 2011, an amended plan regarding the Hatchfield Farm appeal relating to land north east of Newmarket. The amendments received propose changing the new northern roundabout on the A142 to a signal controlled junction, within the footprint of the previously proposed roundabout, and is set out on drawing 0719/SK/32 Revision B. Given that this matter is now at appeal, the decision on whether or not to permit this alteration and the development as a whole will be made by the Planning Inspectorate, not by Forest Heath District Council. A Public Inquiry is currently scheduled to begin on 12 July 2011.

Nonetheless, in dealing with this amended plan the Council is mindful of the advice in the Planning Inspectorate's Good Practice Advice Note 09. This advises that in the interests of fairness, it is important that what is considered by the Planning Inspectorate is essentially the same as that which was considered originally by the Local Planning Authority. The guidance also suggests, again in the interests of fairness, that Local Planning Authorities should be responsible for conducting the necessary public consultation on any amendments, in accordance with their Statement of Community Involvement. This ensures that any third parties who may be interested have a fair opportunity to comment on any amendments to a scheme, before it comes to appeal.

To that end, any representations that you may wish to make on this amended plan should be set down in writing, quoting the appeal reference number above and received by the Head of Planning Services, Nicola Baker, at the above address, by 8 April 2011. If you wish to discuss the matter before responding, please contact the case officer, David Beighton, initially by telephone on 01638 719470, or make an appointment to meet in the office. At the expiration of the consultation period, all responses received will be forwarded to the Planning Inspectorate, to assist in their consideration of the appeal.

Details of the amended plan and the associated supporting technical information can be found elsewhere on our website, using the link on the right hand side of this page to the 'planning explorer', and searching using the original planning application reference of F/2009/0713/ESO.

N.B. The Provisions of the Local Government (Access to Information) Act 1985 require that any written comments received by the Local Planning Authority, in relation to a planning application, are made available for public inspection and may be published on our website.
