Statement of Licensing Policy
Forest Heath District Council has a Statement of Licensing Policy which includes a Cumulative Impact Policy. The revised policy took effect in January 2011.
What is a cumulative impact policy?
If the concentration of licensed premises in a particular area is considered to be causing a cumulative impact on one or more of the licensing objectives (Prevention of Crime and Disorder, Public Safety, The Prevention of Public Nuisance and the Protection of Children from Harm), we can include a Cumulative Impact Policy in our Licensing Policy.
It will be the responsibility of an applicant seeking either a new Premises Licence or Club Premises Certificate or seeking a material variation to an existing licence to provide evidence that the additional licence would not have an adverse impact and the applicant would need to address the Cumulative Impact Policy within their operating schedules.
The Police consider that an area within Newmarket has reached such a saturation point that a Cumulative Impact Policy should be introduced.
Following Committee meetings, research and debate, the Council has accepted the Police evidence as being sufficient to amend the Statement of Licensing Policy to include a Cumulative Impact Policy.
