Our Purpose
Proactively manage and
maintain the cleanliness of the district’s natural and built
environment for sustainable growth, the protection of public health
and the environment and the reduction of anti-social behaviour.
Our Aims
All Service Areas
- Develop and implement the Joint Municipal Waste Management
Strategy for Suffolk to achieve the recovery of 60% of municipal
waste.
- Consult annually with our stakeholders on service demand,
delivery, quality and satisfaction and report on performance.
- Implement the service improvements identified by the Best Value
Review of Refuse, Recycling and Cleansing.
- Undertake a review of all services and implement redesign
proposals to improve service efficiency and user satisfaction.
- Provide advice and information to all stakeholders to improve
the responsible management of the street scene.
- Enforce the responsible disposal of waste.
- Promote and facilitate access to the service by all
stakeholders.
Abandoned Vehicles
- Reduce the number and impact of abandoned vehicles within the
district.
- Investigate, remove and, where applicable, take
enforcement action on all instances of vehicle abandonment
within the district.
- Promote the responsible disposal of vehicles.
Public Toilets
- Provide a clean and acceptable network of public toilets
within the district.
- Promote the responsible use of facilities.
- Regularly monitor and implement improvements to facilities in
relation to cleanliness, operational problems and anti-social
behaviour.
Street Cleansing
- Minimise the quantity of litter and detritus generated and
disposed of to landfill.
- Minimise the instances of flyposting and graffiti within the
district.
- Arrange the daily removal of litter, refuse and detritus from
all public open spaces in the district to meet the requirements of
the Code of Practice for Litter and Refuse.
- Arrange the removal of litter, refuse and detritus from all
contracted private land and post-event areas. This includes
weekly markets, recreation and play areas and car parks.
- Provide, maintain and service a network of litter and dog bins
throughout the district.
- Investigate, remove and, where applicable, take enforcement
action on instances of graffiti and flyposting within the
district.
- Clear emergency spillages and accidents.
- Monitor street cleanliness across a range of cleanliness
indicators in line with the BV199 inspection methodology.
Flytipping
- Reduce the instances of flytipping within the district.
- Arrange for the investigation, removal and, where applicable,
the enforcement of instances of illegal waste disposal.
- Arrange promotion and awareness raising activities to reduce
the instances of flytipping.
Depot Management
Provide and maintain a core fleet of specialist vehicles and
plant.
Miscellaneous Services
- Monitor, on a seasonal basis, and remove weeds from public
areas of hardstanding within the district.
- Identify and arrange cleansing of bus shelters and road
signs.
- Monitor, repair and replace street name plates.
Our Work 2006/07
- Develop and implement a strategy to deliver and enforce the
Clean Neighbourhood and Environment Act.
- Work with other Suffolk authorities to reduce litter by 12% per
year as part of the Local Area Agreement.
- Review Council policy and management of bulk refuse, clinical
waste and hazardous waste whilst avoiding increase in environmental
crime.
- Evaluate options for the joint delivery of vehicle maintenance
services with St Edmundsbury Borough Council.
- Identify and evaluate options for the future provision of
public toilets.
- Review the costs of street scene management and revise the
charging structure for the provision of cleansing services.
- Introduce NVQ Level 2 learning and development opportunities
and Skills for Life to all street scene services staff.
- Identify and implement system improvements in the MVM computer
software to monitor service requests and measure service
improvements.
- Revise and implement zoning for street cleansing throughout the
district.
- Review litter and dog waste bin provision and incorporate
information in GIS and MVM.
- Develop closer worker relationships with local communities and
other stakeholders to tackle litter hotspots at source.
- Review and implement a revised pricing structure policy for all
chargeable waste services.
- Review and implement the Council’s enforcement policy within
all waste services.
- Deliver a Communications Strategy to promote litter awareness
and reduce incidents of flyposting, graffiti and chewing gum.
- Investigate partnering opportunities with businesses selling
food and drink to adopt the voluntary Code of Practice to reduce
food and drink litter, and waste that becomes litter, in the local
environment.
- As part of the "system thinking" review of street scene
services, review cleansing methodology and frequency to reflect
local need.
- Identify and implement measures to increase the speed that
abandoned vehicles are removed from the highway and other
land.
- Undertake an audit of waste services to identify improvements
in relation to the Children Act 2004, the Crime and Disorder Act
(Section 17) and the Council’s Diversity and Equality
Policy.
