Graffiti
Forest Heath occasionally
experiences problems with graffiti. We are only able to
remove graffiti from Council owned properties. We are
however able to offer advice if your own property has been
vandalised. The Council can take action against those
responsible for graffiti, remove it and recover the costs
incurred in doing so. Council's can also order owners of
a property to remove any graffiti and issue fines to owners
who refuse to do so.

What is flyposting?
Flyposting is putting up unauthorised posters and
stickers, usually adverts, in public places. The Council is
responsible for items attached to “the highway”. This
includes trees, bridges, lamp posts, road signs and other
street furniture. If the flyposting is situated on private
property such as empty shops, the Council is not responsible for
its removal.
Why is it a
problem?
The Council has a statutory duty to keep the district
clean. Flyposting is unsightly and spoils the
environment. If it is not removed the posters slowly rot,
becoming more unsightly and causing litter. In addition, the
businesses involved are gaining an unfair advantage over their law
abiding competitors by not paying for advertising space.
What we do about it?
As well as removing flyposting, the enforcement team
takes action against the people responsible. We have powers
to prosecute both the people putting up the material and the
businesses being advertised.
Does the Council do any monitoring of flyposting and
graffiti?
The Council monitors the district for incidents of
graffiti and flyposting through the use of NI 195
