Excess Charge Notices (ECNs)
are covered by the Parking Orders made by Forest Heath District
Council under the Road Traffic Regulations Act 1984
(amended).
An Excess Charge Notice is issued when a breach of the
Parking Order has taken place. Follow this link to view a

payment options are available:

Please make your cheque payable to

District Council (please include details of the Excess
Charge Number (FH) together with your Registration Number and
send to:

How to challenge your ECN
If you wish to challenge an Excess
Charge Notice, you must complete
the attached
form (additional forms are available at
the Cash Offices). Send the form to Property &
Facilities Management at the above
address. Unfortunately,
the Property & Facilities Management team
is unable to accept telephone calls about
ECNs.
If you are disputing an ECN, please do not send
payment.
What happens next?
- Your form will be passed to a Parking Case Officer who will
examine all the evidence and normally reply within 7
days.
- If your challenge is rejected, and you responded within
the initial seven days, the deadline by which to pay the
discounted amount of £20 will be extended for a further seven
days.
